Today's Wall Street Journal correctly identifies the global-warming energy-rationing bill for what it really is--a wealth-transfer from the heartland states to the bi-coastal states. Representatives Henry Waxman of Beverly Hills and Edward Markey of Massachusetts pushed their bill through the House. And now Senators Barbara Boxer of Marin County and John Kerry of Nantucket are trying to push it through the Senate.

The Journal states, "Cap and tax will most hurt the rural and midwest states that most rely on coal-fired power and heavy manufacturing. Middle-American Senators aren't about to rush through a huge new tax on carbon energy--e.g., their constituents--that will largely flow to the wealthier coasts".
