I grew up in Detroit and know the city reasonably well. The story is pretty accurate. The two major building shown one is the train depot which has been in disrepair for a long time. The other was the Regis Hotel which at one time was the most expensive in Detroit.

I lived in the Bronx, NY, and it was becoming one huge slum due to the same policies of the City administration with ever increasing property taxes and unreasonable rent control that was a big part of every election to "keep the greedy landlords from raising rents." naturally the mobs voted for them and property was abandoned because the overhead was more than the income, and the "Section 8 " housing vandals destroyed everything faster than it could be repaired.
